Pada bulan Desember 2012 pemerintah provinsi Hainan di Selatan mengeluarkan peraturan yang membolehkan kapal-kapal Coast Guard China menghentikan dan menaiki kapal-kapal asing yang memasuki perairan yang diklaimnya dan mengharuskan mereka ke luar dari situ. Kapal perang China juga pernah bersitegang dengan kapal perang India, di Laut China Selatan, di mana China mengancam akan menutup perusahaan minyak India yang melakukan explorasi di Vietnam. Beberapa kejadian di atas mengisyaratkan betapa China konsisten dengan Forward Policy nya, sehingga banyak pengamat ingin menganalisis bagaimana strategi maritimnya di Laut China Selatan.

The balance of power in Asia is changing—and not in Washington’s favor.

No longer can the United States count on simply massing forces Gulf War I style and quickly coming to the aid of its allies if combat ever commenced on the Korean peninsula, in the East China Sea, around Taiwan or in the South China Sea—all thanks to China’s massive military buildup and growing anti-access/area-denial capabilities. The Obama Administration is quick to point out America is “pivoting” or “rebalancing” to Asia—maybe one of the most “sticky” foreign policy slogans in the last twenty five years. But catchphrases can’t change the facts and many would argue the pivot remains only a slogan when we take a hard look at facts on the ground. China is not only altering the status quo on land but on the water, in the sky, in space, and maybe even in cyberspace too.

WASHINGTON (NNS) -- The sea services released a new maritime strategy, March 13, a plan that describes how the Navy, Marine Corps, and Coast Guard will design, organize, and employ naval forces in support of national security interests and homeland security objectives.

China is very quick to put new types of arms into service. Currently, China outnumbers the United States in terms of nuclear and diesel-powered submarines, US Vice Admiral Joseph Mulloy said. Although, he added, the quality of Chinese submarines is still inferior to American ones.
